The Multi-Year Framework Plan (DPPP-Documento Programmatico Previsionale Pluriennale) is the main document addressing the Foundation’s strategies, mission and role, the goals it pursues and the manners in which it deploys its grant-making over a medium-term horizon (4 years).
In Action Plans, the Foundation prioritizes its activities (setting out specific objectives), identifies the timeline for all operational steps (calls for proposals, projects, grants, etc.), defines the outcomes expected from the activity performed (identification of success indicators) and lays the groundwork for monitoring and assessment. Actions Plans can be considered as medium-term plans.
"Promoting improved education pathways for the development of the individual within the community".
Italy’s education system has several weaknesses in terms of both curriculum and teaching. In particular, some core areas of knowledge that are crucial for the development of the individual and progress of society are still not part of school curricula.
"Promoting training of human capital for excellence".
Providing adequate education and training opportunities to have highly qualified human capital is indispensable to meet the challenges arising in modern societies which are increasingly complex and competitive. And yet, insufficient spending on education, research and innovation is often the main reason why numerous newly graduated youngsters leave our country to further their education or work abroad.
"Promoting environmental sustainability at the local level".
Protecting environmental resources and capitalizing on them is broadly recognized as critically important and is listed as a priority on nearly all national and international public agendas. It is at the local level, however, that environmental sustainability and sustainable development programs can be most effective in terms of raising awareness, engaging citizens and players in the social sphere and delivering effective solutions to environmental challenges.
“Promoting rationalization and renewal of cultural programs”.
Having a rich and diverse cultural landscape is key to breed different views and better quality of life but also social cohesion and development of local economies.
In Italy, and in Lombardy as well, companies in the field of arts and culture make up a fragmented landscape, they often operate disjointedly and also resist change. This does not help them operate efficiently and risks to undermine the sector. To overcome these weaknesses, players in the field are encouraged to join forces and build alliances with entities in other parts of the economic and social fabric, on the basis of converging interests.
"Promoting access to and broad public participation in arts and culture".
Although more varied, the current cultural offering often lacks quality, pursues mass-market audiences and sheer profits. Fostering quality and innovation in cultural programs for a broadened public involvement in culture enjoyment and production is crucial for a turnaround.
"Basic medical research".
Biomedical research is continuously evolving. After the completion of human genome sequencing and the advent of the ‘post-genomic’ era, the way knowledge is generated has dramatically changed. In particular, biology research requires advanced technologies and highly specialized human resources. Therefore, there is the need to encourage and support sharing of instruments and competences as well proliferation of multi-disciplinary approaches in collaborative efforts for knowledge generation as this is crucial to have the critical mass to compete at international level.
"Applied research".
Spending on research and development is fundamental to increase competitiveness and economic growth. In particular, the ability of applied research to deliver potential applications from its study findings and innovate production processes and products is key to the survival of businesses against a backdrop of growing international competition.
"Helping people with disabilities live independent lives".
Italy’s welfare system has always relied upon families to attend to the needs of people with disabilities (either congenital or acquired or a by-product of aging). However, due to the cultural, social, economic and demographic changes that have occurred in our society, the care-giving capacity of families has been progressively diminishing. Italy’s welfare system has failed to respond to these changes, showing its weaknesses, including in the fragmentation of services and the difficulties people have in activating local services when they need it. Combined with the cost burden of certain private, but also public-sector, services, the inadequacy of the welfare system compels to design new solutions for people with disabilities and their families.
"Promoting social housing at the local level".
Housing is key to people’s quality of life and hence also a major component of any efforts geared to help people assimilate or re-assimilate into society. Effective social housing solutions can significantly contribute to improve life for vulnerable individuals. These solutions should also include planning and delivery of services that help people develop meaningful and enriching human relationships within the community.
"Bridging the Global North-South Divide".
Development assistance is increasingly conceived as a process geared to strengthen local communities and help them become independent rather than sheer economic and humanitarian aid. Nowadays development assistance pursues improvement of living conditions and economic progress in combination with environmental protection under an approach designed to ensure all-round sustainability.
"Protecting children and guaranteeing their right to childhood".
Safeguarding children’s welfare lies at the foundation of every society.
Alongside severe violations of children’s rights, we are also still witnessing situations of distress for children from families constantly struggling due to economic difficulties, precarious jobs of the parents, or the burden of care to attend to the needs of both their young offspring and their old parents owing to an inefficient welfare system that fails to provide adequate services to them.
Gaps arising from emergency approaches and scarcity of resources must be filled, including through prevention programs and systemic actions.
"Helping the disadvantaged enter the labor market".
The right to work is enshrined in Italy’s Constitution and it is unanimously recognized that work plays a key role in every person’s life. In addition to enabling individuals to earn a living, work gives them a personal and professional identity as well as social recognition, which are indispensable for social inclusion. However, for varied reasons, there are people who are at a disadvantage and struggle to have access to or re-enter the labor market.
"Promoting community philanthropy".
Fondazione Cariplo encourages community philanthropy through community foundations. Based on the model of US community foundations which date back to the early twentieth century, the purpose of these foundation is raising donations and building funds which can then be given to nonprofit organizations for social benefit initiatives. Fondazione Cariplo introduced community foundations in Lombardy and promotes their growth and expansion.
"Promoting social cohesion within local communities".
Social, cultural, demographic and economic changes are creating new forms of insecurity among individuals, making segments of the population increasingly vulnerable, and intensifying fragmentation within communities. Exclusion is rising, new forms of poverty appear, families are increasingly struggling in taking care of their loved ones and providing for their children’s education, employment is becoming more and more precarious and co-existence of people from different cultures is more and difficult. New needs and new challenges require unified strategic planning and innovative policies that overcome fragmented approaches and interventions.
"Building, organizing and spreading knowledge to steer decisions and behaviors towards sustainability".
The environmental crisis is reaching breaking point both locally and globally. Phasing out fossil fuels, water recycling and car-free neighborhoods have become a necessity, especially for urban areas. Raising and spreading environmental awareness is crucial to orient the choices of public administrations, businesses and consumers towards sustainability.
"Research targeted to improving the wellbeing of the individual".
Successful medical treatment is often spoiled by the disease taking center stage rather than the patient. The biological, psychological, emotional and relational complexity of the individual is not always fully appreciated. People with ailing health experience not just physical but also psychological distress and reduced ability to interact socially. To ensure fully successful treatments and for individuals to cope with chronic ailments, the psycho-social implications of health conditions should not be overlooked and the ability of patients to live a normal life should be restored.
